What is WICEN?
Wireless Institute Civil Emergency Network
WICEN is the emergency service arm of Amateur Radio, providing communications support during times of civil emergency (eg fire, flood and storms) to primary emergency services such as the Police and SES, as well as providing safety communications to public events (eg car rallies, bike rides etc.).
WICEN adopts the professional attitude to its operations that is expected by the agencies and groups to whom we provide services.

Note # - These `permanent' Repeaters were licensed before
the Bandplan listed them as `portable' usage.
It is NOT recommended that any further `permanent' Repeaters be
licensed on the frequencies above
The WIA have advised ACMA that WICEN shall be using the above
frequencies in portable situations.
